Editor's Note: Carl Persis contacted Headline Surfer on Monday to answer an observation made by one of our panelists in the opening segment regarding the timing of his resignation. Persis explained that his decision was based on a June 8 pension hearing, which gave him little leeway without jeopardizing his candidacy for Volusia County chair.
