CRA Director Kevin Fall charged with speeding, driving in posession of an open container of alcohol and failure to produce registration

NEW SMYRNA BEACH -- Kevin Fall, director of the city's Community Redevelopment Agency has been charged with speeding, driving with an open container of alcohol and failing to produce his motor vehicle registration, police confirmed shortly before noon.

Fall was stopped 6:53 p.m. Saturday in the 3300 block of Saxon Ave., near East 226th Avenue by police officer Joe Hunchard on a charge of driving 51 mph in a 35 mph zone. At the scene, an open container of alcohol was spotted on the passenger side of his car and he did not have his registration with him, police said.

Fall identified himself as a city employee, but that had no bearing on the issuance of tickets, police said.

Mayor Adam Barringer, in his second week since being sworn into office, said that matter is being reviewed by Interim City Manager Pam Brangaccio.

"It's a personnel issue," the mayor said. "It's an unfortunate situation since Mr. Fall is a representative of the city."

Brangaccio said she could not comment on the situation until she speaks to Fall directly.

Commissioner Jim Hathaway, said the allegations are unfortunate, adding: "I don't condone that type of behavior and I assume the city manager will take appropriate action."

Fall is paid nearly $65,000 annually as director of the city's CRA, which is responsible for millions in street and business enhancement projects.

As department head for the CRA, Fall supervises 10 employees and is responsible for an annual operating budget of $2.09 million.
A message was left with Fall's staff seeking comment. He was not at City Hall today because he is out of town on city business, a staff member at his office said.
