CNN video. / The “manifesto” was timed to come out on YouTube, Minneapolis Police Chief Brian O’Hara said, and reiterated that it’s been taken down. Investigators are going through it to “try and develop a motive from that,” he told reporters. O’Hara added they believe the “manifesto” was “by the suspect.”
